After verifying the original document, a Notary Public can issue notarial certificate to verify the true copy of the original document. You can then use the document /copy of the document overseas just like using the original.
To have your personal documents accepted by a foreign country, you need a Notary Public to notarize your documents first and affix notarial seal on the documents.
A notarial certificate is commonly used by a Notary Public to certify a fact, for example, a notarial certificate verifying a people still alive, verifying execution of a document, verifying the current status of a company etc.
To authorise people to act for you on your behalf overseas or locally, you need a power of attorney. A Power of Attorney must be drawn in a way complying with the legal requirements of the destination country.

An Apostille certificate will be recognised in countries party to the Hague Apostille Convention.
After DFAT’s legalisation, the document may also have to be certified at the Consulate General Office or Embassy of the foreign country (Document Destination Country).
